At first I thought that there must be a mistake - they seem to have left one escape route via Stratford. But Stratford's in zone 3, isn't it? So you can still get out - but only by paying extra for the privilege of a longer journey.
Or, as you remark, by bus.
PS: "again"? I thought that the tactic of simultaneously closing Tower Gateway and restricting interchange at Bank was ongoing.
The restricted interchange at Bank is largely fictional in fact - it took me about a week to forget that I was meant to be taking an alternative route and take my old route on autopilot, which is when I realised that it still worked fine.
It is (as I have moaned about extensively, although as brixtonbrood says the restriction at Bank is more notional than real). But this is the second time in the last few months that it's been combined with simultaneously shutting down all tube/DLR access from Docklands to Zone 1.
