And sometimes for no apparent reason: a U.S. judge recently, and unhappily, threw out charges of animal cruelty against a man who was said to have had sexual contact with cattle (the judge said it couldn't be proven that the cattle had suffered). The charges were brought that way because, for no apparent reason, that state doesn't have laws against sex with animals.
