Ring binders mean something different to me. They have small ring-shaped loops, and are strong, reliable, and well-aligned if you don't break them, but don't hold as much paper as lever-arches. You open them and *snap* them shut using two hands and the spring-loaded mechanism, trying not to lose a finger or wake up co-workers.
Lever-arches have much larger, D-shaped loops (the arches), which open and shut using one hand on the eponymous lever (no springs, no vicious snapping). They are more fragile, and prone to misalignment and accidents if you try to use more paper than even they are designed for.
