That is what is referred to in the trade as a 'cold bridge' - and v. bad for cold days, as you note.

Ideally, you want to thermally isolate it. My limited knowledge would suggest that you could build a timber frame against it, and then lag and board the frame. This is pretty much the same as coth's suggestion!
