Maybe this is a silly question but... Why a second phone line? Why not a pay as you go mobile phone? Initial outlay may be more if you buy something up to date but then there's no more to pay except the calls. And just because it's a mobile doesn't mean it has to go anywhere but there's the advantage that it *can* if need be.
