It's the little air quote thing some people do, which in more educated times was conveyed with mere intonation and stress - and it crossed language barriers, tho' not alphabetic ones - although I find it very interesting that punctuation is so useful that even non-alphabetic languages suchg as Chinese and Japanese are freely adopting it today.
